Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other NA - Special Categories Of Mining <br /> NA -Processing Waste Y -Topsoil <br /> COMMENTS <br /> This was a complete inspection of the Yoast Mine, C 1994082, operated by Seneca Property LLC. The inspection <br /> was conducted,the images and report prepared by me, Robin Reilley of the DRMS. Miranda Kawcak and Ellie <br /> Agioutanti,representatives of Seneca Coal Co. were present throughout the inspection. The weather was clear <br /> with temperatures ranging from the 40 to 65 degrees F. The site was dry with established vegetation going <br /> dormant for the winter. <br /> CORRECTED MAINTENANCE ITEMS: <br /> 1. Removed cattails at discharge structure at Pond 10 and cleaned out the sediment in the weir. <br /> NEW MAINTENANCE ITEMS: <br /> 2. A series of wire enclosures were found located above Pond 12 (photo 5), and should be removed. <br /> 3. A swath of foxtail was located above Pond 12 (photo 6). <br /> INSPECTION: <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Main haul roads were dry and in good repair. No offsite air quality issues or hydrologic impacts were <br /> observed at the time of inspection. Reclamation and vegetation appeared in good condition. Vegetation <br /> appeared well established at the time of inspection and was going dormant. No expanses of bare areas or <br /> significant weed infestations were noted at time of inspection. Ponds and drainage ways appeared to be stable <br /> and functioning adequately. <br /> SIGNS and MARKERS—Rule 4.02 <br /> o Topsoil stockpiles observed were associated with roads and adequately marked with identifying signs. <br /> o The mine site identification signs observed were intact,displaying all required information. <br /> o Permit boundary markers were noted along county road and found to be in fair condition. <br /> ROADS Rule 4.03 Construction 4.03.1(3),4.03.2(3); Drainage 4.03.1(4), 4.03.2(4); Surfacing and <br /> Maintenance 4.03.1(5) and(6)4.03.2(5) and(6). <br /> o Roads in and around the facilities were found to be in good repair and functioning adequately. <br /> o A couple of steep sections showed some ruts. <br /> o No standing water was noted on any roads at the time of inspection. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 2 of 9 <br />
