COMMENTS
This was a complete inspection of the Yoast Mine, C 1994082, operated by Seneca Property LLC. The inspection
was conducted,the images and report prepared by me, Robin Reilley of the DRMS. Miranda Kawcak and Ellie
Agioutanti,representatives of Seneca Coal Co. were present throughout the inspection. The weather was clear
with temperatures ranging from the 40 to 65 degrees F. The site was dry with established vegetation going
dormant for the winter.
CORRECTED MAINTENANCE ITEMS:
1. Removed cattails at discharge structure at Pond 10 and cleaned out the sediment in the weir.
NEW MAINTENANCE ITEMS:
2. A series of wire enclosures were found located above Pond 12 (photo 5), and should be removed.
3. A swath of foxtail was located above Pond 12 (photo 6).
INSPECTION:
GENERAL MINE PLAN COMPLIANCE:
Main haul roads were dry and in good repair. No offsite air quality issues or hydrologic impacts were
observed at the time of inspection. Reclamation and vegetation appeared in good condition. Vegetation
appeared well established at the time of inspection and was going dormant. No expanses of bare areas or
significant weed infestations were noted at time of inspection. Ponds and drainage ways appeared to be stable
and functioning adequately.
SIGNS and MARKERS—Rule 4.02
o Topsoil stockpiles observed were associated with roads and adequately marked with identifying signs.
o The mine site identification signs observed were intact,displaying all required information.
o Permit boundary markers were noted along county road and found to be in fair condition.
ROADS Rule 4.03 Construction 4.03.1(3),4.03.2(3); Drainage 4.03.1(4), 4.03.2(4); Surfacing and
Maintenance 4.03.1(5) and(6)4.03.2(5) and(6).
o Roads in and around the facilities were found to be in good repair and functioning adequately.
o A couple of steep sections showed some ruts.
o No standing water was noted on any roads at the time of inspection.
