The spring was not <br /> discharging at the time of inspection. <br /> TOPSOIL -Rule 4.06 ova14.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br /> 4.06.4: <br /> 0 Many small topsoil piles exist throughout the site, and will be used in the reclamation activities to achieve <br /> approximate original contour. <br /> o Slopes appeared stable. <br /> BACKFILL and GRADING—Rule 4.14 <br /> o Backfilling and grading operations appeared to be completed in the facilities area and are ongoing in the <br /> portal area. <br /> o Stockpiled topsoil has been spread in the facilities area. <br /> REVEGETATION-Rule 4.15 <br /> General Requirements 4.15.1 <br /> o Reclamation and revegetation appeared to be progressing adequately.
