16 October 2019 C-1981-010/Trapper Mine RAR <br /> o The mine site identification signs observed at the mine access points were intact, displaying all <br /> required information: mine name, operator name, address,phone number,DRMS permit number <br /> and contact information. <br /> o Blasting notification signs were placed at the entrance and appropriate locations throughout the <br /> mine. <br /> o Pond id signs were prominently displayed in the vicinity of the ponds visited and were in <br /> adequate repair at the time of inspection. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)14.03.2(3);Drainage 4.03.1(4)14.03.2(4); Surfacing and Maintenance 4.03.1(5) <br /> and(6)14.03.2(5) and(6);Reclamation 4.03.1(7)14.03.2(7) <br /> o Haul roads and access roads appeared in good repair,well maintained and free of ruts. <br /> o Road watering was taking place throughout the day. <br /> o Ditches appeared to be functioning adequately. <br /> SUPPORT FACILITIES—Rule 4.04 <br /> o The Ready Line appeared orderly at the time of inspection. <br /> o The Ash Pit exhibited a compacted and smooth surface, free of ruts and low areas. A number of <br /> benches are being utilized. <br /> HYDROLOGIC BALANCE—Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Silty ation Structures 4.05.5, 4.05.6;Discharge Structures <br /> 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2. Ground Water Monitoring 4.05.13; Drainage- <br /> Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> The pond systems visited comprised the Middle and East Flume Systems, the Industrial Waste Pond and <br /> Impoundment H. Unless otherwise noted, pond banks and dams appeared stable at the time of inspection <br /> and spillways and flumes appeared clear of obstructions and in good repair and functioning adequately <br /> a) Flume System: <br /> East Flume: The pond was dry, sediment marker is in place and spillway was clear at the <br /> time of inspection. <br /> East Middle Flume #1: The pond held water and was not discharging at the time of <br /> inspection. <br /> Middle Flume #1 and Middle Flume #3: Both ponds held water, and were not <br /> discharging at the time of inspection. <br /> b) The Industrial Waste Pond and Impoundment H held water, and were not discharging at <br /> the time of inspection. <br /> c) No culverts were observed to be discharging at the time of inspection. <br /> TOPSOIL—RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4 <br /> o No instability was noted on the observed topsoil piles and the piles appeared to be marked <br /> appropriately. <br /> o No riling or gullying at topsoil piles was apparent at the time of inspection. <br /> o Topsoil depths were measured as shown in table below and found to be adequate as permitted. <br /> The average topsoil depth was found to be 12.6 inches,well within the permit requirements. <br /> o Topsoil has been applied to areas backfilled and graded this year. <br /> o A pile of salvaged topsoil remains in the recently stripped N pit waiting for hauling to a <br /> permanent location. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 2 <br />
