Compliance With Mine Plan NA - Support Facilities Not On-site <br /> NA -Other NA - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> This was a complete inspection of the Trapper Mine;permit C 1981010, operated by Trapper Mining Inc. <br /> The inspection was conducted and the report and photos prepared by me,Robin Reilley of the DBMS. <br /> Graham Roberts, Trapper Mine representative was present throughout the inspection. Skies were clear <br /> and temperatures ranged between 40 and 60 degrees Fahrenheit. Ash and coal were being hauled;roads <br /> were being watered throughout the day. A blast was observed and topsoil depths were sampled over the <br /> course of the inspection. <br /> PERMITTING A CTIONS: <br /> o PR9 Rewrite <br /> O UTSTANDING MAINTENANCE <br /> 1. Deltas were identified in ponds Deal and Middle Flume and will be dredged in the winter of <br /> 2019. <br /> 2. Several Elaeagnus angustifolia should be removed around impoundment H. <br /> MAINTENANCE ITEMS ADDRESSED: <br /> o The sediment markers in West Horse Gulch and Deal were replaced. <br /> o Protruding pipe identified in the September bond release inspection(SL20)has been cut down to <br /> below the soil (photos 4, 5, 6). <br /> INSPECTION <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Main haul roads and access roads were dry. Two draglines were operating casting spoil, one dragline was <br /> idle. Activities in the pit were observed. Contemporaneous reclamation, grading, overburden and topsoil <br /> placement had for the most part been completed for the year at the time of inspection, and appear to be <br /> progressing as permitted. No offsite air quality or hydrologic issues were observed at the time of <br /> inspection. Stripping in N Pit has been completed with the exception of the haul road corridor. This <br /> corridor is planned for buildout in fall of 2020 when material for road building is acquired. D and E pits <br /> were visited.No issues were noted at time of inspection. The area surrounding the pit has been graded <br /> but not topsoiled. Desirable vegetation made up of grasses and shrubs is well established(photo 3). <br /> SIGNS and MARKERS—Rule 4.02 <br /> o Topsoil stockpiles observed were clearly marked with identifying signs. <br /> o Signage and boundary markers were adequately spaced and easily visible. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 2 <br />
