October 9, 2019 C-2010-089/New Horizon North Mine JHB
sometime this winter. Pond 1 is holding a very small puddle of water in response to irrigation tail-water. This
puddle only covers a very small portion east side of the pond bottom. Stabilization vegetation is becoming
established on the side slopes of Pond 1. Annual sunflowers are still present, but perennial grasses can been seen.
The slopes appear stable and do not show evidence of eroding.
Irrigation tail-water from the Garvey field drains across the former facilities pad and into Pond 1. Some down
cutting is noted, along with some sediment deposition into the pond. Regrading of the facilities area pad should
resolve this drainage. Frank indicated that they are working with the landowner regarding timing of final grading
of the facilities area pad.
The west collection ditch to Pond 1 was intact and in good condition. No maintenance work was needed on the
west collection ditch.
Pond 2 was dry, with no erosion concern with the contributing ditches or side slopes into the pond. Frank said that
they had good success, so far, with the rodent control at this pond. No burrowing of the embankment or inslopes
was observed.
The East collection ditch along the eastern perimeter remains in good condition, with no maintenance items
identified.
RECLAMATION SUCCESS -Rule 4.15, Rule 3:
The reclaimed irrigated cropland filed has gone through a full growing season. Some areas of drainage re-
establishment within the field is occurring. Consolidation of the soil under the sprinkler wheels is occurring as
expected. The land owner is utilizing gravel from the office/facilities area to fill in the deeper ruts from the
sprinkler wheels. Overall, significant areas of differential settling has not been noted. The crop (oats)in this
irrigated field looks fairly consistent without significant low spot and no bare areas were observed.
The dryland pasture areas are still visually dominated by annual forb species, annual sunflowers, and Kochia.
However,Noxious weeds are not establishing in these dryland areas.
REVEGETATION—Rule 4.15
Vegetative Cover; Timing:
Frank reported that at the end of September the ERMR crew spent significant time locating and removing
noxious weed species of tamarisk and Russian olive. No noxious weed patches or tamarisk bushes were seen
throughout the permit area.
SUPPORT FACILITIES - Rule 4.04:
The remaining office/facilities pad at the southern extent of the permit area is in the process of the gravel
being scraped up to be used by the land owner. Frank indicated that ERMR intends to conduct the final grading of
this pad area this winter. He continues to work with the landowner regarding timing.
DOCUMENTS RECEIVED NA
OTHER(SPECIFY) NA
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 2
Page 3 of 5
