Mr. Frank Ferris of ERMR accompanied <br /> the inspector and represented the operator. <br /> The weather was clear, warm, dry and very windy. A winter storm is predicted to move into the state overnight. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> The mine records were checked at the mine office at the end of the inspection. The "Availability of <br /> Records" form is included with this report. Records were complete and well organized. DMRs are submitted <br /> electronically to the CDPH&E. For records verification,the operator could print out proof of CDPH&E receipt of <br /> the required DMR submittals. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Stabilization of Rills and Gullies <br /> 4.14.6: <br /> The office trailer at the formal facilities area has been removed. All that remains on the pad area is pile of <br /> gravel scraped up from the pad area, as well as the permanent light poles, and water well. Frank indicated that the <br /> landowner intends to utilize the gravel. Once the gravel is removed at this pad area, ERMR will complete the final <br /> grading in this location. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The mine was dry. The oat crop in the center pivot irrigated Garvey field was still standing and had not <br /> yet been cut. The sprinkler was not operating, and Frank said that the CCC ditch water was shut off last week <br /> In the east collection ditch to pond 1, sediment off the irrigated field has deposited in the ditch to the east of the <br /> pond inlet.
