October 8,2019 C-1981-03 5/King Coal Mine JHB <br /> needs to be opened back up and cleaned of sediment that has sloughed in front of the culvert inlet. Culvert C 15,at <br /> the portal access ramp,needs to be cleaned of sediment. <br /> Ditches throughout King II facilities were in good condition. Pond 1 was dry with no concerns noted. GCC had <br /> completed clearing sediment at the Pond 1 outfall/CWD-1 A area. No pooling of water or signs of past ponding of <br /> water was noted in this area. Sumps at the cattle-guard at the east end of the King II access road were clear. There <br /> was no obvious sign of offsite sediment from the King II facilities area. <br /> The East Pond and West pond at King I were in good conditional and functioning appropriately. Collection <br /> ditches were clear and functional. Sumps along the access road were clear and dug out,with silt fencing installed <br /> at the top of the berm. Jordan described how the silt fence was anchored during the installation. The new clean <br /> water ditch has been constructed on the north side of the refuse disposal area. <br /> Drainages all appear functional and no maintenance concerns were noted at the King I area. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> GCC is in the process of moving refuse material from the temporary storage area up the haul road to the <br /> top of the refuse disposal area. The temporary storage area was generating dust with the scraper,GCC had a water <br /> truck on site and was watering down the pile to control dust. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Both facilities at King I and King II were generally in good condition and maintained prior to winter <br /> months. Some maintenance of culverts has been noted,and management of off-site dust from the air j ig needs to <br /> be addressed. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> Blowing coal dust from the air jig and the clean coal stock pile is blowing onto the southern end of the <br /> topsoil stockpile at King II. Topsoil resource needs to be protected from wind and water erosion. Wind borne <br /> deposition of coal dust is included in this.
