Table 4. Summary of Topsoil Verification Dates for SL19 Parcels
Inspection Date Parcels Inspected Inspection Date Parcels Inspected
15 Nov 2011 FA 11 1 4 Oct 2012 KA 11
16 May 2013 AB 12, FA 12, ZA 12 6 May 2014 AB 13, ZA 13, KA 13
All parcel areas verified by the Division were within the permitted topsoil replacement thickness
as per TMI's permit.
Bond Release Blocks Delineation
As discussed in permit section 4.4.1, reclaimed parcels are compared to three different range
standards based on elevation:
1. Range Site A standards apply to elevations greater than 7200 feet
2. Range Site B standards apply to elevations between 6700 and 7200 feet
3. Range Site C to elevations below 6700 feet
Shrub clumps of approximately 1.6 acres each are established from the transplanting of mature
shrubs retrieved from the advancing areas of the pits.
Contiguous areas of Range Site A and Range Site B seeded in the same year and receiving similar
reclamation practices may be lumped together into one Range Site AB parcel. When the bond
release blocks are comprised of both A and B range site areas, cover and production standards for
Range Site A will be applied to the block relative to demonstrating reclamation success (Permit
section 4.4.1.5).
Cover and Species Composition
Vegetative cover was sampled in 2017 for all parcels included in the SL19 application.Vegetation
cover was measured with systematically located transects using a point-hit technique
with an optical point bar. The sampling method
used meets the criteria outlined in Rule 4.15.11(1)
and the permit application. Based on the
vegetation transect summary table submitted in
Appendix 2 of the application, the required number
of samples taken was adequate. The Operator
Lei'.. .... ,
sampled 91 transects through-out the release block.
Photo4(left): Mixed gasses and shrubs.
The parcels under consideration for bond release
are designated based on (1)pit(F, Z, K, etc.), (2)
Range Site (A, B, C), and(3) initial year of seeding. The Bond Release Block consists of parcels
that make up a Logical Management Unit (LMU). The results from all nine parcels included in
the BRB were lumped together. The total vegetative cover for the 376.1 acres was 74.1%, with
vegetative litter measured at 17.4%. Based upon criteria defined in the permit, removal of cover
attributed to noxious weed species, and allowing no more than 10% relative cover from annual
and biennial species, the allowable cover from the 2017 sampling equals 79.4%.
