UINTA MINING,LLC <br /> UMC Uinta Mining, LLC <br /> SKULL CREEK 6602 Ilex Circle <br /> SAND PROJECT Naples, Florida 34109 <br /> September 12. 2019 <br /> Colorado Department of Public Health and Environment <br /> Air Pollution Control Division <br /> APCD-SS-B 1 <br /> 4300 Cherry Creek Drive South <br /> Denver,CO 80246-1530 <br /> Subject: Air Pollutant Emission Notice for the Skull Creek Sand Project <br /> To whom it may concern: <br /> Please find enclosed an Air Pollutant Emission Notice(APEN)prepared by Uinta Mining. <br /> LLC for the Skull Creek Sand Mine in Moffat County,near Massadona,Colorado. Moffat County <br /> is an attainment area of the National Ambient Air Quality Standards (NAAQS) for all pollutants. <br /> The source does not need to submit an application for Title V permit since it is a minor source. <br /> National Emission Standards for Hazardous Air Pollutants (NESHAP) and Maximum Available <br /> Control Technology (MALT) regulations do not apply to this source. The enclosed APEN <br /> provides the data and information prescribed in the Air Pollution Control Division Small Business <br /> Assistance Program guidance document. <br /> The proposed Skull Creek Sand Project (SCSP) will be located approximately 2.7 miles <br /> Northwest of Massadona, Colorado on land leased from the State of Colorado. SCSP will produce <br /> approximately 1,250,000 tons of sand from the Dakota Sandstone Formation to be processed <br /> offsite for use as Frac. Sand. The mine, at full production, will operate 24 hours a day 5 days per <br /> week year-round. SCSP will utilize excavators, dozers, loaders, haulage vehicles and other types <br /> of off-road equipment in the removal of topsoil, overburden and the unprocessed sandstone <br /> product. Initially, topsoil salvaged from the pit and stockpile areas for use in final reclamation. <br /> With the first pit of production, overburden will be removed as sandstone production advances <br />
