North River Gravel Pit Weldon Construction
9. EXHIBIT H: Wildlife Information
9.1. Significant Wildlife Resources on Affected Lands
There are no significant wildlife resources on potentially affected lands. The site supports seasonal,
low-level big game use, and typical use patterns of arid saline shrublands.
9.2. Threatened / Endangered Species on Affected Lands
Six federally listed species were evaluated for potential impacts resulting from this project, per the
USFWS Threatened and Endangered species list (IPaC April 29, 2019). Based on this analysis,
the USFWS identified the mexican spotted owl (Strix occidentalis lucida) yellow-billed cuckoo
(Coccyzus americanus), bonytail chub (Gila elegans), Colorado pikeminnow (Ptychocheilus lucius),
humpback chub (Gila cypha) and the razorback sucker (Xyrauchen texanus). The project location is
outside of all proposed and final critical habitats of the six listed species.
Mexican spotted owl. The project area occurs within the range of the Mexican spotted owl;
however, the project will not impact any mature trees or multi-canopy canyons, and therefore no
nesting or foraging habitat will be directly or indirectly impacted. Because the project will not
directly or indirectly impact habitats, and is relatively far from potentially occupied habitats, there is
no anticipated direct, indirect or cumulative impacts to habitats. This project will have No Effect to
the Mexican spotted owl or their Critical Habitat(s).
Yellow-billed cuckoo. The project area occurs within the range of the yellow-billed cuckoo; however,
the project will not impact any mature trees or riparian woodland habitats, and therefore no nesting
or foraging habitat will be directly impacted. Because the project will not directly or indirectly impact
habitats, and is relatively far from potentially occupied habitats, there is no anticipated direct,
indirect or cumulative impacts to habitats. This project will have No Effect to the yellow-billed
cuckoo or their Proposed Critical Habitat(s).
Colorado River Endangered Fish. The USFWS identified the bonytail chub, Colorado pikeminnow,
humpback chub and the razorback sucker for potential impacts from this project. These species
occur in lower elevation, larger rivers, including lower sections of the White River into Utah. The
project will be complying with a CDPHE Stormwater Permit and will not be discharging into the
White River. Given there will be no direct or indirect impacts to occupied habitats or these species,
this project will have No Effect on these species, and No Effect to Critical Habitats.
9.3. Seasonal Use of the Area
The project occurs in xeric shrublands; however, the majority of the affected area has seen
previous mining activities, and habitats are already significantly disturbed. The project area may
see use by species including desert cottontail (Sylvilagus audubonii), black-tailed jackrabbit (Lepus
californicus), Wyoming ground squirrel (Urocitellus elegans), coyote (Canis latrans), bobcat (Lynx
rufus), western meadowlark (Sturnella neglecta), green towhee (Pipilo chlorurus), spotted towhee
(Pipilo macu/atus), clay-colored sparrow (Spize/la pallida), and given the proximity to the White
River, species such as bank swallow (Riparia riparia), and other swallows may be common.
The area is seasonally used by the following species (based on CPW & COGCC RSO/SWH habitat
data):
• Bald Eagle (Winter Concentration, Summer Forage, Winter Forage, Winter Range)
• Elk (Severe Winter Range, Winter Range, Overall Range)
• Great Blue Heron (Foraging Area)
21
