September 26,2019 C-1981-028/Keenesburg Strip Mine JHB <br /> Vegetative Cover;Timing: <br /> The re-established vegetation in Parcels 33, 32 and 31 exhibited good vigor and diversity. The community <br /> is grass dominated. A milkweed plant was observed in the reclaimed area,and on parcel 31,there were a few <br /> annual sunflower,Russian thistle and annual pigweed. None of these species are on the Colorado Noxious Weed <br /> list, and none of them were present in any great frequency,or quantity. The established community is good for <br /> supporting the post mining land use of rangeland. Wildlife browsing by Pronghorn was observed at the time of the <br /> inspection. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Redistribution 4.06.4: <br /> CEC's topsoil replacement has been documented by CEC and verified by the Division during previous <br /> inspections. During reclamation activities, CEC would have a stake with the soil laydown thicknesses marked on <br /> the staff. Verification of the topsoil laydown consisted of photographing the topsoil thickness against the <br /> markings on the staff. CEC maintains a notebook with photos, dates and location of the topsoil laydown. Prior to <br /> the inspection the Division had not located the reports with the topsoil laydown verification for parcels 32 and 33. <br /> So,the inspector verified the laydown thickness of the top soil using a shovel and GEC's power auger. Ben <br /> Moline and Danny Kipp operated the auger. If a color and texture change was reached,this depth was measured <br /> on the auger blade. Due to the sandy nature of the topsoil(topsand)measuring into the hole was unsuccessful. <br /> One hole was dug in each of the three parcels. Topsoil verification hole locations were randomly determined by <br /> the inspector. Topsoil hole No.1 was dug in parcel 33. Depth to color and texture change=1.7 ft. Topsoil hole <br /> No. 2 was dug in parcel 32. The auger dug down to 2 ft. +with no color or texture change of the topsoil. Topsoil <br /> hole No. 3 was dug on the south edge of Parcel 31. The auger dug to 2 ft. +with no color or texture change.
