Pond banks appeared stable at the time of inspection. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> o Many small topsoil piles exist throughout the site, and will be used in the reclamation activities to achieve <br /> approximate original contour. <br /> o Slopes appeared stable. <br /> o All along the valley of the Williams Fork River topsoil is mounded for grading. <br /> BACKFILL and GRADING—Rule 4.14 <br /> o Backfilling and grading operations appeared to be progressing as permitted. <br /> o Backfillling was ongoing at the portal. <br /> REVEGETATION-Rule 4.15 <br /> General Requirements 4.15.1 <br /> o Reclamation and revegetation appeared to be progressing adequately.
