September 25, 2019 C-1980-007/West Elk Mine LDS
SUPPORT FACILITIES -Rule 4.04:
The former B seam degas borehole was disconnected from the HDPE methane supply pipe and the
borehole had been plugged. Electrical services had been disconnected from the small building covering the
borehole. The site of the new methane supply borehole, proposed with MR-43 8, had been marked with a stake on
the edge of the Shaft#3 pad.
Southeast of the Sylvester Gulch fan facilities, the large pad with two methane supply boreholes (24-08
and 24HG2E 12XCJH 1)was inspected. Each of the boreholes was connected to the HDPE methane supply
pipeline and was protected by a chainlink fence. Due to a hissing sound, it appeared that the 24HG2E 12XCJH 1
pipe had a leak. MCC will check on it and make any necessary repairs.
The building housing the Mine Dewatering Boreholes was locked. These boreholes are not currently in
use, and are not anticipated to be used in the near future.
The Electric Transmission Line light use road was accessible by ATV to about half its length.
TOPSOIL—Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution 4.06.4:
The Sylvester Gulch Shaft Site Topsoil Stockpile was very well vegetated, and appeared to be free of
weeds. Signs were in place.
DOCUMENTS RECEIVED
N/A
OTHER(SPECIFY)
N/A
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1
Page 3 of 17
