Bob Munz of Mountain Coal Company(MCC) accompanied the inspection. The weather was clear and <br /> dry. The mine was active. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Work was in progress to clean out the eastern cell of the RPE pond. The material removed from the pond <br /> was being spread on the surface of the RPEE to dry. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in the E8 panel,between cross-cuts 11 and 12 on the E8 headgate. <br /> The SS 1 headgate had been completed. Development miners were in the SS 1 start line, and the SS 1 tail <br /> gate(between cross cuts 15 and 16). <br /> No progress past cross cut 22 had been made on the Sunset Mains South. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> On the RPE, work had continued to reduce the size of the temporary waste pile. A section of the outslope <br /> of the RPE had recently been reclaimed using topsoil stripped from above the RPEE. Seed had been spread and <br /> mulched with straw. Straw wattles had been staked across the slope. <br /> Work was continuing on the RPEE to extend the underdrain. Topsoil had been stripped and temporarily <br /> stockpiled. A small excavator was being used to break up large boulders for use in the underdrain.
