PERMIT#: M-1988-108 <br /> INSPECTOR'S INITIALS:ECS <br /> INSPECTION DATE: September 19,2019 <br /> OBSERVATIONS <br /> This was a "pre-operational" inspection of the Arcosa Lightweight— Boulder pit and plant conducted by Eric <br /> Scott of DRMS for the Amendment 3 (AM03) permitting action which is currently under review by DRMS. <br /> DRMS toured the site with the new Plant Manager Stuart McQueen for this inspection. The notice of <br /> amendment applied for sign was present at the site entrance as required (photo 2). The permit boundary <br /> consists primarily of existing fencing, however steel t-posts and reflectors have been utilized in some areas <br /> where needed to further define the extent of the permit. <br /> Arcosa submitted AM03 in January of 2019 to address several issues identified in the previous inspection <br /> conducted by DRMS representative Michael Cunningham in February of 2018. Issues identified in the previous <br /> 2018 inspection of the site included: noxious weeds, end-dumping of waste into the open pit, issues with the <br /> product storage area, and the kiln/plant facility being located outside the permit area. These and several <br /> other outstanding issues, such as possible hydrologic balance concerns with retention of surface water within <br /> the pit, are currently being addressed in the current AM03 submittal. The conditions at the site have been <br /> accurately depicted in the AM03 submittal under review. <br /> Mining was taking place in the center of the pit (photo 4) during this inspection. Based on DRMS observations <br /> during this inspection, Mr. McQueen has significantly improved the practices utilized at the facility during the <br /> last year. Some of these improvements include: benching new pit walls (photos 4 and 5), reconfiguring the <br /> existing haul road and initiating plans to implement a new, safer haul road route into the pit (photo 4), <br /> initiating dewatering of the active pit area, halting the end-dumping of waste into the pit, and improving the <br /> housekeeping practices in the plant and shop areas to be included in the permit area. <br /> Issues noted during this inspection that will require correction/attention include the following: <br /> - incorrect permittee shown on the site identification sign (photo 1) will need to be corrected; <br /> - implementation of the weed control plan in AM03 to control noxious weed species observed on <br /> the site - primarily knapweed, chicory (blue flowers along site entrance road), and mullen; <br /> - proper disposal of the large amount of scrap/waste material currently located east and north of the <br /> plant area (photo 6). <br /> Larger permitting issues such as hydrologic balance (water) issues, on-site waste disposal practices, mine plan, <br /> required reclamation bond adjustments, and the final reclamation configuration of the site will need to be <br /> addressed and approved by DRMS as part of AM03. <br /> No other issues were identified during this inspection. <br /> Inspection Contact Address <br /> Stuart McQueen <br /> Arcosa LWB, LLC <br /> 11728 Highway 93 <br /> Boulder CO 80303 <br /> Page 2 of 3 <br />
