EXHIBIT A LEGAL DESCRIPTION
The site is approximately 7 miles northeast of Walsenburg, CO. The property is bounded by dry
rangeland in each cardinal direction with Union Pacific and Burlington Northern Santa Fe
railroad tracks parallel to the western edge of the site between 50-500 feet from the permit
boundary. The main site access is located at eastern edge of the DRMS boundary and crosses
Edmundson Ranch lands to join County Road 120 as shown on Map C-1. A legal description is
shown on Map C-1 that is included in Appendix 2. A general location map is enclosed as Map
B-1.
The total permit area is 1190.2 acres.

A tract of land located within the NW,NE, and SE quarters; and NE quarter of the SW quarter of
Section 1, and the eastern edge of the NE quarter of Section 2, Township 27 South, Range 66
West of the 61h Principal Meridian;the SW and SE quarters, and portions of the SW and SE
quarter-quarters of the NW quarter, and portions of the SW and SE quarter-quarters of the NE
quarter of Section 36, and the southeastern edge the SE and NE quarters of Section 35, Township
26 South, Range 66 West of the 61h Principal Meridian;portions of the SW and SE quarter-
