September 4,2019 C-1981-035/King Coal Mine LJW <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> The refuse pile was actively being expanded,the old Clear Water Ditch has been filled with material. Material is <br /> currently being placed within the footprint of the old Clear Water Ditch and compacted in compliance with the <br /> approved plan. Material will continue to be placed in that area until it is raised to match the grade of the existing <br /> waste pile. At the time of the inspection, all material observed meets the size and compaction requirements of the <br /> approved plan. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Refuse storage facility and associated culverts and roads were in good condition at the time of the <br /> inspection. The underdrain system outlet and conveyance structures were inspected. The ditches and culverts <br /> associated with Reach 10 and Reach 7 were observed. The culvert under the road associated with Reach 10 was <br /> plugged at the time of the inspection. This was brought to the Operator's attention and cleared within minutes. <br /> Continued monitoring and cleaning of that culvert is recommended. Reach 5 was also inspected and no issues <br /> were noted. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> All disturbed area boundaries along the western perimeter at King II were observed during the inspection <br /> of the Clear Water Ditch. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 7 <br />
