RE: J-2 Contracting Company-DPG Pit-Permit No. M-2019-028 <br /> I I2(c)Permit Application <br /> Adequacy Review No. 1 Response 8126119 <br /> -6- <br /> site entrance roadway, haul roads, stockpiles, processing areas, settling ponds, a <br /> recharge pond, and an overflow pipe from the recharge pond that are outside of Phase 1. <br /> Prior to or during the initial mining of Phase 1 a slurry wall will be installed around the <br /> perimeter of Phase 1 and extend to Phase 2. The estimated time for mining Phase 1 is <br /> approximately 4 years. The operator is proposing to mine Phase 2 second that is 24.08 <br /> acres and during this mining there will be the same 65.4 acres disturbed that were in <br /> addition to Phase 1's 27.15 acres for a total of 104.61 acres that will be the maximum <br /> disturbed area and a Technical Revision will be requested prior to mining into Phase 2. <br /> The estimated time for mining Phase 2 is approximately 3 years and 6 months. The <br /> operator plans to mine Phase 3 next and prior to mining Phase 3 a slurry wall will be <br /> installed around the perimeter. Phase 3 is 48.69 acres and there will be 102.07 acres <br /> disturbed as the areas for Phase 1 and 2 will be part of a reclaimed reservoir and likely <br /> released when Phase 3 mining starts. The stockpile areas will move to the bottom of <br /> Phase 3 after the southern portion of Phase 3 is mined. The estimated time for mining <br /> Phase 3 is approximately 10 years. The operator plans to mine Phase 4 next and prior to <br /> mining Phase 4 a slurry wall will be installed around the perimeter. Phase 4 is 40.43 acres <br /> and there will be 70.16 acres disturbed as the area for Phase 3 will be part of a reclaimed <br /> reservoir and likely released when Phase 4 mining starts. The stockpile areas will be in <br /> Phase 4 and move to the bottom of Phase 4 after the southern portion of Phase 4 is <br /> mined. The estimated time for mining Phase 4 is approximately 8 years and 5 months. <br /> The operator plans to mine Phase 5 next and prior to mining Phase 5 a slurry wall will be <br /> installed around the perimeter. Phase 5 is 33.76 acres and there will be 53.64 acres <br /> disturbed as the area for Phase 4 will be part of a reclaimed reservoir and likely released <br /> when Phase 5 mining starts. The stockpile areas will be in.Phase 5 and move to the <br /> bottom of Phase 5 after the southern portion of Phase 5 is mined. The estimated time for <br /> mining Phase 5 is approximately 7 years and 4 months. <br /> Exhibit E- Reclamation Plan (Rule 6.4.5): <br /> 24) The operator provided a table showing the estimated reclamation acreages per final land <br /> use, including for reservoir water surface, access roads, and reclaimed vegetated land and <br /> undisturbed land. Please revise this table to differentiate the acreages for reclaimed <br /> vegetated land from undisturbed land. <br /> Response: The areas of land will all be disturbed so the areas that were shown or <br /> described as undisturbed have been removed from the text. The table will remain the <br /> same as all areas that are disturbed that are not reservoir water surface or access roads <br /> will be reclaimed vegetated land. <br /> 25) Please provide the design specifications and quality assurance and control plan for the <br /> slurry wall enclosure to be installed under the proposed maximum disturbance and bond <br /> scenario. If this information is not available at this time, please commit to submitting a <br /> Technical Revision with this information prior to construction of the slurry wall. Additionally, <br /> please commit to submitting a final construction report for the installed slurry wall <br /> enclosure, including the results of any post-construction testing and as-built drawings. <br /> Response: The slurry wall liner for Phase 1 has not been designed yet; however J-2 <br /> Contracting Company commits to submitting a Technical Revision with the design <br /> information prior to construction of the slurry wall liner.
