EXHIBIT L WORST CASE RECLAMATION SCENARIO <br /> Mining at the Bradford Mesa Quarry will mine a total of 355.4 acres with a total of 446.3 acres <br /> of disturbed land. Given the length of time it will take to mine this entire site (>40 years),the <br /> Operator will phase the mining plan. <br /> Due to the type of mining, dozer push-down, no backfilling is necessary to create 3H:1 V <br /> reclamation slopes. The maximum 300 foot active highwall will be knocked down to create a <br /> 3H:1 V slope, where needed. Therefore, bond calculations are based on highwall knock down and <br /> placement of topsoil for a projected 90 acres of disturbed land at the time of final reclamation: 30 <br /> acre processing area and three approximately 20 acres phases. An additional 10 acres of topsoil <br /> will be necessary to reclaim the current 10 acre area of open dump. <br /> The following reclamation tasks will be required. <br /> • Mobilization of equipment<45 miles= $20,000.00. <br /> • Active highwall knockdown: 300 feet of roughly 1 H:1 V slope bulldozed down to 3H:1 V <br /> at a final height of 20 feet.
