The Emergency Cutout (ECO) <br /> is part of the Tailings Delivery System EPF and is an alternative, emergency use pipeline,which can convey <br /> tailings to the Henderson Mill tailing storage facility(TSF) in the event the Tailings Delivery Line(TDL)can't <br /> be used. It may also be used as a mill water conveyance when inspections of the TDL and droptowers are <br /> conducted. <br /> On August 1, 2019, mill water flowing through the TDL was diverted to the ECO at approximately 7:05 AM <br /> to allow for an annual inspection of the TDL and associated droptowers. At 7:08 AM water was seen flowing <br /> from a pipe joint in the ECO just below the splitter box and valve that is used to divert flow from the TDL to <br /> the ECO. Employees immediately began the process necessary to return the water flow to the TDL and at <br /> 7:15 AM the ECO was isolated, stopping the leak. The water that leaked from the ECO was fully contained <br /> in the ditch running along the TDL access road, flowed through a culvert underneath County Road 3, and <br /> ultimately ended up in the Henderson Mill TSF. At this time the Environmental Department was notified. <br /> The following paragraphs correspond to the elements of the follow-up written notice set forth in Rule 8.2.3, <br /> paragraphs (a) through (e), of the DRMS Rules and Regulations: <br /> (a) After discovering the issue, Henderson employees immediately returned all mill water flow <br /> to the TDL, isolating the ECO. <br /> (b) The water flowing down the access road ditch to the TSF did not adversely impact human <br /> health; property or the environment.This is based on the known chemistry of the water and <br /> the location of the event. The water flowed from the location of the leak, down a drainage <br /> ditch, under County Road 3 and ultimately ended up in the Henderson Mill TSF. <br /> (c) The contact person for this event is: <br /> Aaron Hilshorst <br />
