Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste Y -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Foidel Creek Mine; DBMS Permit No. C-1982-056, operated by Twentymile <br /> Coal, LLC. (TC). This inspection was conducted by Tabetha Lynch with the Colorado Division of Reclamation, <br /> Mining, and Safety(Division). Miranda Kawcak and Kevin Copeland of TC accompanied the inspection. Overall <br /> the weather was clear and warm during the inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> This partial inspection observed the operator conducting stream sampling on the first day of the inspection <br /> 7/23/2019. The Operator was following Table A in Exhibit 14-8 of the PAP, Monitoring Sites and Frequency <br /> Surface Flow June-September. Eleven sites were sampled during the inspection, as listed below. The operator <br /> appears to be following the approved sampling plan with regard to frequency of flow measurements and water <br /> quality parameter sampling(List 51). This will be further evaluated with the review of 2018 Annual Hydrology <br /> Report(AHR) currently being reviewed by the Division. <br /> Two alluvial wells along Foidel Creek downstream of mine were observed and appeared functional and <br /> competent. <br /> In addition to stream sampling the construction site of a passive treatment system was observed on 7/24. The <br /> passive treatment system is currently approved under TR84 (July 2019) as a non-discharging system consisting of <br /> four ponds terminating at the 6MN reservoir,which is a non-discharging reservoir used to manage mine water. <br /> The construction of the passive treatment system at the time of inspection was stripping topsoil and building the <br /> earth dam of the first of the ponds.
