For the months of November through March the daily return flow obligation will be <br /> determined by multiplying the applicable monthly return flow factor by the previous year's (November <br /> through October) total deliveries associated with the subject shares, and then divided by the number of <br /> days in the month. <br /> The Applicant's dry year analysis is accepted for this SWSP. However, the SEO determined <br /> that a monthly historical consumptive use analysis using the study period of 1950 through 2002 is <br /> more representative of the actual conditions. Therefore for any renewal request of this SWSP, the <br /> Applicant shall provide a monthly historical consumptive use analysis with a study period of 1950 <br /> through 2002 for the Lupton Bottom Ditch shares. Such analysis shall justify all assumptions used in <br /> the analysis, including, but not limited to, the irrigation efficiency, historically irrigated area and <br /> cropping. <br /> The Lupton Bottom shares will be delivered back to the South Platte River at either the <br /> augmentation station located just north of WCR 14.5 (WDID 0202917) or the East Lateral Ditch into Little <br /> Dry Creek (WDID 0202307). The East Lateral Ditch into Little Dry Creek augmentation station is <br /> preferred for all releases, and if the WCR 14.5 augmentation station is used, the Applicant is required to <br /> first contact the District 2 Water Commissioner. Due to the distance from the augmentation station to <br /> the river, the Water Commissioner may assess transit losses on the amount released from the WCR 14.5 <br /> augmentation station. The Applicant proposes that deliveries will be limited to April through October <br /> and will be limited to the maximum monthly and annual farm headgate deliveries. The maximum <br /> monthly and annual farm headgate deliveries cannot be granted in a SWSP, since a SWSP is only <br /> approved for one or two year period. Therefore, for the period of the SWSP, the Applicant's share <br /> delivery will be limited to the historical monthly average and annual average dry-year farm <br /> headgate deliveries, as shown in Table H above. As requested for the Rural Ditch shares, the <br /> accounting for this plan must be updated to show the farm headgate deliveries for the Lupton <br /> Bottom shares and the associated monthly and annual volumetric limits. <br />
