July 10, 2019 C-1996-083/Bowie No. 2 Mine JHB
Gob Pile 2 is inactive. BRL graded the top of Gob pile 2 last fall to help direct runoff away from the face of the
pile. A couple of 1 1/2 to 2 foot deep gullies have formed in the top of the pile in the graded refuse material. All
runoff still reports to the smart ditch or the benches, and ultimately reports to pond F. No grading of these gullies
is needed as long as all material continues to be captured in the sediment control system. The east collection ditch
continues to down cut. The wattle dams that BRL previously installed in the down cutting section of the east
collection ditch failed to slow the flow down in this ditch. There is a sediment build up on bench 4 on Gob pile
No. 2. Clearing of this sediment should assure that the flow turns to the east and continues to the east collection
ditch instead of blowing out the berm and flowing down the face of the pile.
Gob pile 4 has a good cover of perennial species on the lower benches. The slopes are stable and not eroding.
The collection ditch on the north side of Gob pile 4 is functioning well. Noxious weeds have become established
on the upper slope,Bench 5, on the west side of Gob pile 4. Scotch thistle was noted lower down on this slope,
and Russian knapweed is present at the top of the Bench 5 slope.
SUPPORT FACILITIES - Rule 4.04:
A third party(Oxbow Mining, LLC) is in the process of constructing a methane flare unit to the north east
of the sealed D portal fan in a previously disturbed materials storage area(MR200). The flare stack has been
installed on the existing concrete pad. A portable generator is on site next to the concrete pad. The previously
disturbed pad has been graded to a level working area. The generator was not running at the time of the
inspection,No activity was occurring at the time of the inspection, and no personnel were present on the pad.
Basil Bear anticipated that the flare would be operational in August.
DOCUMENTS RECEIVED NA
OTHER(SPECIFY)NA
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 0
Page 3 of 7
