Compliance With Mine Plan NA - Support Facilities Not On-site <br /> NA -Other Y - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a complete inspection conducted by j anet Binns and Lucas West of CDRMS. Mr. Frank Ferris of Elk <br /> Ridge Mining and Reclamation,LLC accompanied the inspection and represented the operator. The weather was <br /> clear, dry and hot. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Mine records are stored in the mine office by Frank's office. Water records are stored in the main office <br /> building. Records were checked and found to be complete and up to date. <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 15 was dry, <br /> Pond 9 was holding a shallow pool of water. Frank noted that the water in Pond 9 was due to flushing of the <br /> irrigation system and not from precipitation. This pond had not discharged. The pond embankments are well <br /> vegetated. <br /> Pond 12 was dry. The bottom of Pond 12 was well covered with vegetation. <br /> Pond 16 was holding a very shallow pool of water at the northwest end of the pond. Frank indicated that this was <br /> irrigation tail water from the fields to the south of the pond. No discharge had occurred from Pond 16. <br /> Pond 18 was dry. <br /> Pond 13 was discharging. Effluent was clear,with a slight sulfur smell. Flow was 0.5 on the staff gauge. <br /> Ditches in the permit area are functioning well and directing runoff to their respective ponds. <br /> The SAE at the northwest corner of the Irrigated Cropland parcel was not showing any runoff from this area. No <br /> gully formation was noted at the low point of the field.
