C-24 rl <br /> diverted by both the topographic high and the intervening presence of an unnamed draw that is tributary to Ennis <br /> Draw (to the east), thus diverting runoff well to the east of the Permit Area. Areas to north and east are generally <br /> lower elevation areas, and therefore, downgradient. The planned perimeter loadout loop road and associated <br /> berming will serve to limit run-off potential from the active mining and processing areas. In addition, a full- <br /> perimeter surround of silt-fencing will be installed prior to the initiation of site construction activities, to be <br /> maintained for the full duration of active mining operations. The silt fencing will also be retained as a component <br /> of the final site reclamation. <br /> Thus,drainage considerations within the confines of the Permit Area are generally limited to footprint precipitation <br /> accumulations; and, subject to rapid infiltration, given the characteristics of the eolian sand deposit within which <br /> operations will occur. Accordingly, CSC has designed the facilities such that all onsite precipitation accumulation <br /> will be retained within the confines of the Permit Area, and all internal overland flow (to the extent there will be <br /> any) will be routed to and retained within the fines recovery pit. Sufficient freeboard operating capacity has been <br /> provided within the fines recovery pit design; and,the commingled(fresh)process water and retained storm water <br /> will be co-managed through natural evaporation and/or infiltration processes. This will be accomplished, in part, <br /> through installation of a silt-fence perimeter surround (during the site construction period), after which, the silt <br /> fence surround will be retained on all sides of the permit except for that side paralleling the ranch service road. <br /> Operations will require access to infrastructure features along this route; and, the existing elevation of the ranch <br /> service road will function as a diversion feature. Accordingly,the Keenesburg Project will be operated as a"zero- <br /> discharge"facility. <br /> All operational areas will be incorporated into the facility's Storm Water Management Plan (SWMP), as a <br /> component of the required Colorado Discharge Permit System(CDPS) Storm Water General Permit. <br /> (h) WATER USAGE AND SOURCE <br /> Total water usage is estimated at 214,000 gallons per day (gpd), inclusive of all requirements for process water <br /> make-up that would be attributed to evaporative loss,dust control applications,entrainment in fines disposed to the <br /> fines recovery pit, etc. <br />
