The inspection was conducted and the report, photos and data
were collected and prepared by me,Robin Reilley of the DRMS. Miranda Kawcak, Williams Fork
representative was present throughout the inspection. Other participants included Jennifer Maiolo of the
Bfureau of Land Management(BLM), Graham Roberts of Trapper Mine INC, and, Tom Medlin of the
Office of Surface Mining(OSM). Skies were clear and temperatures ranged from 60 to 75 degrees
Fahrenheit. The ground was moist in places due to a wet spring.
This inspection consisted of evaluating compliance with the reclamation plan, validating
approximate original contour (Phase I); visual assessment of vegetation species composition
supporting permitted post mining land use of Rangeland/Wildlife, and documentation of any
erosional features (Phase II); achievement of vegetation success standards will be determined in
the upcoming findings document; as will the achievement of water quality and sedimentology
requirements for runoff(phase III), for the Strip Pit and Utah Tract parcels. These parcels
requested for bond release total 305.7acres and comprise a 32.7 acre area of pre Surface Mining
Control and Reclamation Act (SMCRA) disturbance in the Strip Pit. The total post law
reclamation comprises 273 acres of which 216 acres are in the Utah Tract and, 56.5 acres are
located in the Strip Pit.
INSPECTION.-
COMPLIANCE with RECLAMATION PLAN:
Reclamation is underway as permitted throughout the site. No air quality issues were observed at
the time of the inspection. No erosional features requiring maintenance were identified at the time
of the inspection. Some stock tanks held a small amount of water as did the permanent pond 9AP 1
located in the pre laws area.
The coordinates of a baseline elevation data point, an established survey point maintained and
known by Moffat County Mining to be 6244.3 feet above sea level at a well location was measured
by DRMS. The difference between the measurements will be calculated and compared with
Number of Partial Inspection this Fiscal Year: 9
Number of Complete Inspections this Fiscal Year: 4
Page 2 of 7
