Unless otherwise noted pond banks and <br /> drainage ways and reconstructed drainages appeared stable. Functioning adequately and surrounding <br /> areas appeared well vegetated at the time of inspection. <br /> o Pond 10 was discharging clear water. No issues were noted at the outslope of the dam. <br /> o Pond 14 discharging clear water. <br /> o Pond 12 was discharging, two spoil springs feed this pond and there are occasional iron <br /> exceedances. The water exhibited a foam on the surface. Slide above appears stable. Area <br /> will remain in phase I for now. <br /> TOPSOIL -Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> o Reclamation appeared stable with well established vegetation that appeared to be <br /> progressing adequately <br /> REVEGETATION-Rule 4.1 General Requirements 4.15.1, <br /> o Reclamation and revegetation appeared to be progressing adequately <br /> o No extensive areas devoid of vegetation were apparent at the time of inspection. <br /> SLIDES and OTHER DAMAGE-Rule 4.12 <br /> o The site, in the past, has experienced soil movement in the form of slumps and slides. At this <br /> time no evidence of recent new movement is apparent and historic slide areas appeared stable. <br /> TOPSOIL -Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and <br /> Protection 4.06.3; Redistribution 4.06.4: <br /> o Reclamation appeared stable and vegetation appeared well established. <br /> INSPECTION, ENFORCEMENT and CIVIL PENALTIES—Rule 5 <br /> Inspections 5.02; Availability of Records <br /> Records were inspected and the following deficiencies were noted: <br /> o Phased Bond Release document for SL6 was not located <br /> o The most recent reclamation cost estimate was not located in the files. <br /> o DMR's are in electronic format. <br /> o Please make Stormwater Management Plan and SPCC Plan readily available to public. <br /> o Are there any specific variances that have been approved?
