Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was an complete inspection of the Yoast Mine, C 1994082, operated by Seneca Property LLC. The <br /> inspection was conducted,the images and report prepared by me, Robin Reilley of the DBMS. Miranda <br /> Kawkac representative of Seneca Coal Co. was present during the inspection. Main haul roads appeared <br /> in good repair,no hydrologic or air quality issues were detected. The weather was clear with temperatures <br /> in the mid 70 degrees F. The site was green with vigorous spring vegetation growth. <br /> MAINTENANCE ITEMS: <br /> 1. Pond#10: Cattails were establishing at the drop structure along east bank, these should be <br /> removed. <br /> 2. Pond#14: Bentonite needed at upstream end of flume to assure a good seal. <br /> INSPECTION: <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Main haul roads and access roads were dry. No offsite air quality issues or hydrologic impacts <br /> were observed at the time of inspection. Reclamation and vegetation appeared in good condition. <br /> Vegetation was well established and vigorous. No expanses of bare areas or significant weed <br /> infestations were noted at time of inspection. <br /> SIGNS and MARKERS—Rule 4.02 <br /> 0 Mine site identification signs observed were intact, displaying all required information: <br /> mine name, operator name, address, phone number, DRMS permit number and contact <br /> information (photo 1 below). <br /> o Permit boundary markers noted appeared to be in good repair. <br /> ROADS Rule 4.03 Construction 4.03.1(3), 4.03.2(3); Drainage 4.03.1(4), 4.03.2(4); Surfacing and <br /> Maintenance 4.03.1(5) and(6) 4.03.2(5) and(6). <br /> o Roads in and around the facilities appeared in good repair and functioning adequately. <br /> o No rutted areas, or standing water were experienced during this inspection. <br /> 0 <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 4 <br /> Page 2 of 7 <br />
