Colorado outlines requirements for bond release at Rule 3.03.1 of the Regulations for the <br />Colorado Mined Land Reclamation Board. For Phase I, the operator must complete the <br />backfilling, regrading (which may include the replacement of topsoil), and drainage control of a <br />bonded area in accordance with the approved reclamation plan. For Phase III, Rule 3.03.1(2)(c) <br />states the operator must complete all surface coal mining reclamation operations in accordance <br />with the approved reclamation plan including drainage control and revegetation in support of the <br />PMLU. <br /> <br />Findings <br />Each of the reclaimed parcels below, including associated reclaimed roads and road segments, <br />was visually evaluated for Phase I bond release under SL-12. With limited exceptions as noted, <br />these parcels displayed vegetative establishment typical of the time since seeding, surface <br />stability with drainage control and no erosion, boreholes plugged and abandoned as required, <br />stamped aluminum survey monuments, backfilling and regrading to approximate original <br />contour, no remaining stockpiled materials, and surface pocking with distributed slash to help <br />intercept sheetflow and aid the germination process. In limited instances the Team mechanically <br />treated minor occurrences of noxious weeds, primarily Canada thistle. For some sites on-the-spot <br />weed treatment was impractical and professional intervention is recommended.
