in place until needed for re-topsoiling. It is estimated that 72,700 cubic yards (CY) of topsoil will
be required for final reclamation. It is estimated that 117,600 CY of topsoil will be stripped from
the site during mining; therefore, the Operators anticipate that no topsoil will need to be imported
for reclamation. This topsoil stockpile will be seeded to reduce soil erosion if left in place for
more than one growing season.
All earthmoving will be done by mining equipment suitable for this type operation including: a
front end loader, a dozer, an excavator, a dredge, and haul trucks of various sizes and capacity. A
dredge will only be used once a substitute water supply plan and augmentation plan are secured
prior to mining below the groundwater surface.
The proposed mining direction is from roughly northwest to southeast in the sequence shown on
Map C-2. The area disturbed will not exceed 15 acres at any time including haul roads and
processing areas.
An approximate timetable to describe the mining operation is shown on Table D-1. The life of
this mine may vary depending on market conditions that affect product sales but is estimated at
approximately 25 years. This mine will be a year-round operation with regard to loading and
selling of previously stockpiled materials and the manufacturing of asphalt and concrete.
However, it is anticipated that extended pauses of mining and processing operations will take
place as market demands fluctuate.
It is proposed a floating bond be used on 15 acres of the operation as mining is completed in
progressing mining units, see Map C-2. The Operator estimates that roughly two years will be
required to establish reclaimed areas back to rangeland after the cessation of mining in each area
to be considered for release by the Mined Land Reclamation Board of the Division of
Reclamation, Mining, and Safety. Reclamation is an ongoing process and will begin as soon as
the first unit is deemed to have enough land area ready for reclamation to start. The sequence of
mining and reclamation will follow a natural progression; timing is critical and final reclamation
without an extended delay is the ultimate goal.
The area of mining and disturbed land will range between 5 to 15 acres with a maximum of 15
acres disturbed at any time. A maximum of 1000 feet of active highwall will be allowed at any
Birdseye Pit ,
t,r Lrwic6i and♦suoate+,t'I 1[
June 2019 D-2
