EXHIBIT D MINING PLAN
1. General Mining Plan
All areas to be mined are currently considered high and dry. The deposit will be mined to a
maximum depth of 50 feet. It is anticipated that groundwater will be encountered during mining
operations at a depth of approximately 30 feet at which point mining will cease in that pit. No
initial attempts will be made to dewater the pit either during mining or post-mining. Mining
below groundwater will not be attempted until an augmentation plan or substitute water supply
plan is in place for related depletions. Until such time, mining will stay entirely above the
groundwater table by at least two feet. In the event groundwater is encountered, exposed
groundwater will be backfilled to a depth of two feet and this will be the new pit floor elevation
Excavation will create an open pit using standard mining equipment such as front end loader,
dozer, dredge, and excavator. No blasting will occur.
Processing will take place on site and includes crushing and screening to size; reject material will
be used for final reclamation. Processing will use mobile equipment deployed to the site on an
`as-needed' basis. An asphalt plant and a concrete batch plant will be located on site at a location
west/northwest of Pit 1, see Map C-2. These will ultimately be removed after cessation of mining
activities.
Mining will occur to the final reclamation slopes as shown on Map C-2. Pit slopes will be
constructed at a 3H:1V slope to the pit floor. The maximum depth of mining will be 50 feet.
Reclamation will follow in a timely manner once an area is deemed mined out. Seeding and final
grading will facilitate the final reclamation use of rangeland and water storage the landowner has
prescribed.
1_1 Rule 6.4.4
The following will address the items listed under Rule 6.4.4 Exhibit D in order of appearance.
Please see Mining Plan Map C-2 for more information and correlations.
Like similar open pit sand and gravel operations, this pit will be stripped of the available topsoil
growth medium as indicated on the Soil Report by earthmoving scrapers and loaders. Topsoil
will be stockpiled on site to the west of what will ultimately become Pit 1 (see Map C-2) and left
Birdseye Pit (day;1 ewickj and lsNawwo.N 1
June 2019 D-1
