Mr. Graham Roberts
26 April 2019

(c) The location and the number of acres topsoiled during 2018 are discussed in section 1.2.3
and depicted on Map 1 of Appendix W. The number of acres coincides with the number of acres
backfilled and graded.
(d) Trapper seeded 57.6 acres of land in 2018 in the K Pit area. The location and the number
of acres seeded during 2018 are discussed in section 1.2.4 and depicted on Map 1 of Appendix W.
(e) Trapper included a packing slip from Stevenson Intermountain Seed, Inc. in Section 7 of
Appendix W illustrating the seeds used for reclamation.
(f) Section 1.2.5 of Appendix W discusses the cultural practices conducted in 2018.
(g) Map 1 of Appendix W depicts all previously planted parcels at the site. Each parcel
identifies the acres and the year seeding occurred.

Rule 2.04.13 (2):
The report, in Section 3, indicates that improvements and repairs were conducted on reconstructed
drainages. New drainages constructed in 2018 represent approximately 4 miles (20,550 linear feet).
Drainage repairs or improvements were completed on approximately 25.1 miles (132,684 linear
feet) in 2018.

Table 3.1, submitted with the annual ARR shows model inputs for each drainage designed and
reconstructed for the reporting year. Design criteria were established with Permit Revision 7 (PR7).

Table 5-1 provides geographic locations for each of the topsoil stockpiles and calls out the
approximate volume stored in each pile. Topsoil stockpiles are depicted on Map M1 in Appendix
W. There are 63 stockpiles affecting 155.6 acres and storing and approximate volume of 3,353,449 cubic
yards of salvaged topsoil. As a result of the 2018 stripping activities Trapper constructed six new topsoil
stockpiles during the course of 2018 as follows:

1. 19-1
2. 18-2
3. 18-3
4. 18-4
5. 18-5
6. G06DG near the deal Gulch Pond.

No new stock tanks were constructed during 2018.

In accordance with section 3.6.3.5 of Trapper's permit, TMI must provide the Division with the
proposed list of plant species to be used each year. It appears the number of species for plant type
(grasses, forbes and, shrubs) and the amount of seeds to be applied are in accordance with
Trapper's approved seed mixtures.

Baseline vegetation monitoring occurred on 44.0 acres of rangelands in K and Z pits that had been
topsoiled and seeded in 2017. The second year of phase III sampling occurred over 162.1 acres
reclaimed between 2004 and 2008 in A, F, K and Z pits. Vegetation monitoring envisioned for 2019
includes sampling of new reclamation and selected older reclaimed areas.

Please contact me with any questions or concerns.
