Box 187 <br />Craig, CO 81626 <br /> <br />26 April 2019 <br /> <br />RE: Trapper Mine, Permit No. C1981010 <br />DRMS Review of TR 122; 2018 Annual Reclamation Report Preliminary Adequacy Questions <br /> <br />Dear Mr. Roberts: <br /> <br />The Division has completed its preliminary review of TR 122, the 2018 Annual Reclamation Report for <br />Trapper Mine submitted as a revision to Appendix W of the permit. The revision was received on 18 <br />March 2019. The report contains all the information required by Rule 2.04.13(1) and (2). <br /> <br />DRMS did not identify any adequacy questions in the review of the application. During the future <br />inspection for adequacy regarding Trapper Mine Inc’s. (TMI’s) achievement of approximate original <br />contour, this on the ground inspection may necessitate adequacy questions or, an adjustment to the site’s <br />reclamation cost estimate. <br /> <br />The reclamation summary table; Table 1 Section 1, summarizes all reclamation activities achieved in 2018. <br />The report indicated that 73.0 acres in the L Pit area were disturbed as topsoil strip areas and 20.0 acres <br />as non pit areas in 2018. The decisions for SL 18 and SL 19 bond rel ease remain pending for 551.4 <br />acres associated with these permitting actions . During 2018, Trapper received no bond release <br />approvals. <br /> <br />Rule 2.04.13(1:) <br /> <br />The name and address of the permittee is provided. <br /> <br />(a) The location and number of acres disturbed during 2018 are discussed in Section 1.2 .1 in <br />Appendix W. Trapper created 73.0 acres of new disturbance in the L-Pit and 20.0 acres primarily <br />for the Johnson Coal Stockpile. No previously reclaimed lands were reported to have been <br />disturbed in 2018. <br />(b) The location and number of acres backfilled and graded during 2018 are discussed in <br />Section 1.2.2 and depicted on Map 1 of Appendix W. Trapper backfilled and graded <br />approximately 57.6 acres of land to final contour in 2018. These parcels are situated in the K Pit <br />area.
