Most of the 12 shares has been designated by New Horizon for use on a nearby
property outside the permit area and is not available for irrigation on this site.
An area of 98A soil of 4.76 acres in size on this property was determined to be Prime
Farmland by the NRCS in 2008. The construction of Pond 013 disturbed some of this
soil (3.96 acres). The prime farmland soil from Pond 013 was excavated in a single lift
and stored in a stockpile adjacent to Pond 013. An area of 3.96 acres will be reclaimed
as Prime Farmland, and Map 2.05.4-9 provides the details of the reclamation plan for
this area.
New Horizon will provide water for irrigation based on the ratio used on the Morgan
property's flood irrigated field at the southwest corner of the 2700/13B Road intersection.
This ratio was determined using NRCS irrigation design sheets, which are included in
Attachment 2.05.4(2)(e)-7. This ratio is 1.32 acres per share of water of the CCC Ditch.
The sideroll irrigation ratio is used on this flood irrigated field in order to ensure that
sufficient water is used in reclamation, due to the small field size. New Horizon will use
4.9 shares of the 12 shares to irrigate this area. The reclaimed area of Irrigated Cropland
(IC) is shown on Map 2.05.4-5. As shown on Map 2.05.4-5, a 4" to 6" HDPE pipe will be
used to carry irrigation water to this area from the main pipe near the southern end of the
property. A gated pipeline will run along the uphill edge of the field, similar to the Lloyd
and Benson fields.
A portion of Prime Farmland outside the disturbed area boundary of 0.72 acres will be
not be disturbed and will be adjacent to the reclaimed Prime Farmland. It will receive
water from the designated irrigation pipe, but will not be required to meet revegetation
standards since it was not part mining related disturbance.
New Horizon will reclaim the rest of this property as Dryland Pasture (79.9acres).
Mor aperty
The Morgan property south of BB Road and west of 2700 Road of 107.96 acres that has been
designated in the pre -mine discussion (Section 2.04.3) as Irrigated Cropland (IC). All of this
tract will be restored to Irrigated Cropland (IC). As previously mentioned, a large portion of
this IC area is also designated as Prime Farmland.
Prior to mining, the Morgan's irrigated their property via sideroll, gated pipe,
and traveling big gun.
Center pivot irrigation, siderolls, and big guns will be used to provide the post -mine
irrigation for the reclaimed Morgan Property. All design calculations and layouts for
this system are included in Attachment 2.05.4(2)(e)-7.
As of April, 2010, Morgan has leased 62 shares of water (or whatever is necessary) to
New Horizon to irrigate all of their property within the permit area. The lease addendum
letter concerning the additional water is included in Attachment 2.05.4(2)(e)-7.
Therefore, the entire Morgan -owned area in the permit will be reclaimed as Irrigated
Page 9 October 2016 (TR -75)
