May 29, 2019 C-2010-089/New Horizon North Mine JHB

Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 4

A half culvert is sitting on top of the ditch on the west side of the Pond 001. Cliff said that this half culvert was
used to support piping that crossed the ditch. The piping has been removed. The half culvert needs to be removed
as well if no longer in use. The Division’s concern stems from non-anchored culverts, metal sheeting, etc. has a
tendency to blow around sites, and could end up in the ditch or pond.

Pond 002 is located along the west side of the permit towards the northern permit boundary. Pond 002 was dry.
Inlets to the pond were protected and in good repair. Noxious weeds were non-existent. No concerns were noted
with Pond 002. The collection ditch on the north side of the property has been partially reclaimed. The remaining
ditch is suitable for directing runoff from this north side of the stockpile to Pond 002

The collection ditch on the east side of the property is well armored and remains in good condition.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
The center pivot sprinkler was installed on the Garvey property but was not turned on during the
inspection. This field has been planted recently and early grass emergence could be seen. Cliff said that this field
had been seeded to oats and alfalfa. The area was not weedy, and no noxious weeds were apparent at the southern
end of the field.

REVEGETATION – Rule 4.15
Vegetative Cover; Timing:
The seeded areas are greening up nicely. ERMR is keeping a head of the noxious weeds this year.
Annual mustards are present on newly seeded areas, as expected the first year after seeding.

SUPPORT FACILITIES - Rule 4.04:
The shovel remains at the regraded and gravelled yard area.

TOPSOIL – Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
The remaining topsoil stockpiles at the mine site have identification signs posted, and are being managed
for noxious weed control. Few weeds were noted, but ERMR continues to implement the weed management
program.

DOCUMENTS RECEIVED NA
OTHER (SPECIFY) NA

ENFORCEMENT ACTIONS/COMPLIANCE

No enforcement actions were initiated as a result of this inspection, nor are any pending.
