RULE 2 PERMITS
raw coal stockpile area, a truck dump, a primary crusher, a covered conveyor, a storage bin, and a
truck load -out. This facility was constructed in 1979.
Coal is typically hauled from the pit in rear dump haulage trucks to the primary crusher site. The
coal is then dumped directly into the truck dump hopper, or stockpiled. The truck dump is equipped
with dust control spray bars. The coal from the stockpile is fed into the hopper by front-end loaders.
Feeders at the bottom of the truck dump hopper discharge the coal into the primary crusher. The
primary crusher reduces the raw coal to an approximate 8 inch by 0 inch size. Following primary
crushing, the coal is discharged onto a conveyor belt which transports the coal to a storage bin.
The coal is then gravity discharged into highway trucks and hauled to the secondary crusher
facility.
The secondary crusher and train load -out facility is known as the Gossard Loadout and is. located
in Section 22, Township 4 North, Range 93 West.
Included in Gossard Loadout facility are a coal stockpile area, a truck dump, a secondary crusher,
a covered conveyor, a crushed coal stockpile, and a train load -out. Construction was completed
on this facility in 1979. In 1987 a covered reclaim conveyor was added.
The coal stockpile is utilized for storage of the coal hauled from the primary crusher facility.
Depending on the amount of coal in the "live" stockpile and/or the operating status of the secondary
crusher, coal can be placed in temporary storage or directly discharged into the truck dump. Trucks,
the reclaim conveyor, and/or a front-end loader can discharge coal into the truck dump hopper.
When coal is stockpiled -at a distance to the West of the truck dump, front-end loaders reclaim the
coal and feed the reclaim conveyor which transports the coal directly to the truck dump hopper.
Feeders at the bottom of the hopper will discharge the coal into a secondary crusher. The secondary
crusher will reduce the coal to an approximate 1 1/2 inch by 0 inch size. After secondary crushing,
the coal is conveyed on a conveyor belt for discharge through a stacking tube into the crushed coal
stockpile. The coal is then fed by gravity directly into unit trains which pass through a corrugated
steel tunnel located beneath the crushed coal stockpile.
All the conveyors are completed with walkways on both sides of the belt and are enclosed to
control emissions. A bag house is installed at the secondary crusher building. Additional fugitive
dust control measures for the coal crushing handling, and loadout facilities are discussed in Section
2.05.6.
Drainage from the primary crusher currently enters the active mining area and will eventually pass
through the sedimentation pond in Section 2 Township 3 North, Range 93 West as shown on the
Hydrology - South Map (Map 12). Drainage from the Gossard Loadout passes through one of three
sedimentation ponds located on the northeast side of the facility as shown on the Hydrology -
North Map (Map 11).
Explosives Storage Area
Details concerning the explosives storage facility are found in Exhibit 16 - Explosives Storage
Facility, and Map 22, Existing Structures North.
Rule 2 Permits 2.05-8 Revision Date: 5/25/18
Revision No.: RN -07
