toe of the waste rock dump comprising 1,450 cubic yards. The berm will serve as a rock catcher and
stormwater control to prevent runoff from the waste rock dump from leaving the site. The footprint of the
berm will be 0.04 acres and will be seeded upon placement. When mining is complete the berm will be
used as part of the materials needed to cap the reclaimed slope of the waste rock dump, as further described
in Exhibit D.
Also, along the existing road in the LAA, a 0.29-acre area will be leveled for use as an equipment laydown
area. Roughly 360 feet of the existing road will be buried beneath the laydown. The top 6 inches of topsoil
of the laydown cut/fill area will be salvaged and placed as a vegetative cap on the side slopes of the laydown,
which comprises 0.28 acres. The side slopes below the laydown will be maintained at 2:1 and seeded
immediately after construction. The stable, native slope above the laydown is 1.4:1. The cut slope created
above the laydown will be approximately 0.20 acres. The cut slope will be graded to match the native slope
on each side of the cut and seeded immediately after construction. The near-flat(-5%)pad of the laydown
will be a permanent feature of the property to be used coincident with the road after mining is completed.
Once the laydown is completed,AMR will erect a rectangular 2,500 square foot steel shop building,26 feet
high with a shear strength exceeding a wind load of 90 miles per hour and a snow load capacity of 200
pounds per square foot (see Attachment C2). The shop building will be suspended above the pad using
micropiles to prevent the need to haul concrete for a foundation to the remote site. After construction, the
shop building is intended to be a permanent feature of the property to support post-mining uses. RMT has
requested that it not be demolished during reclamation.
Upper Affected Area
The UAA will contain the boarding house and the headframe/shaft house over the escape/ventilation shaft
and will have an affected area boundary of 1.26 acres.
The 2-story boarding house will be a steel building 31-feet high, 30-feet wide and 45-feet long with an
attached 600 square foot carport; all with a shear strength exceeding a wind load of 90 miles per hour and
a snow load capacity of 200 pounds per square foot(see Attachment C3).
The headframe/shaft house will also be a steel building 31-feet tall, 30-feet wide and 70-feet long with a
shear strength exceeding a wind load of 90 miles per hour and a snow load capacity of 200 pounds per
square foot(see Attachment C4). The length of the shaft house is designed to accommodate the fleet angle
needed to operate a hoist for the depth of the shaft, and for fire code to separate the hoist room from the
shaft collar to allow for proper ventilation. The collar of the shaft will be equipped with a locking steel gate
to prevent falls and/or unauthorized access down the shaft when not in use.
Both buildings will be suspended on micropiles to avoid the need to haul in concrete for a foundation to the
remote location. Consequently, the natural topography is suitable for both buildings and minimal grading
will be needed to accommodate the footprints of the buildings.
After construction, both buildings are intended to be permanent features of the property to support post-
mining uses. RMT has requested that they not be demolished as part of reclamation.
All waste rock from the shaft will be stored in the waste rock dump in the LAA and no waste storage is
anticipated in the UAA. Other than the footprint of the existing road and the buildings, no surface
disturbance is anticipated to occur in the UAA.
Schedule
