C-6 <br /> loop road alignment. All remaining portions of the plant area will remain intact, as all plant and process <br /> equipment will be mobile or of a temporary design. Protective matting will be deployed to mitigate surface <br /> deterioration within and around such plant features; and, remaining areas will only be subjected to stockpiling <br /> and equipment movement activities, all of which can and will be systematically addressed in the final site <br /> closure and reclamation phase. <br /> 1) Phase 1: Pre-stripping: Pre-stripping will encompass the removal of the top 12-inches of"growth medium" <br /> for salvage, interim storage, and eventual re-use in site reclamation activities. This will be accomplished <br /> by dozer push and/or front-end loader loading and truck haul to stockpile. The"growth medium"material <br /> to be stored in the stockpiles does not constitute "topsoil"per se, but rather, it is the topmost 12-inches of <br /> material in which a nominal 8-inch (+/-)"root zone"has been determined to be present. <br /> An initial (and potentially interim) "topsoil" stockpile (TS-IA) will be established atop the westernmost <br /> area of the mine pit footprint (refer also to Figure C-3: Mine Development Phases). Inasmuch as the <br /> stockpile will be placed upon otherwise non-disturbed surface, its footprint area will not be pre-stripped. <br /> This stockpile feature may be temporary in duration,dependent on whether or not it is determined that the <br /> underlying material is needed to satisfy production requirements. If CSC determines that the underlying <br /> material is needed to sustain processing plant operations, the material will be relocated to a(non-depicted) <br /> area within the east end of the (by then) mined out main pit. This indeterminate stockpile location is <br /> designated TS-113. If the material is to be relocated to"TS-113",this modification will be addressed through <br /> a Technical Revision. <br /> 2) Phase 2: Excavation of Fines Recovery Pit and Plant Assembly: The "fines recovery pit' will be the first <br /> significant excavation feature. It is anticipated that it will be an approximately 275 ft. long (west to east) <br /> by approximately 235 ft.wide(south to north)pit excavated to a nominal 25 ft.depth below average existing <br /> ground surface. Thus, the invert elevation will be equivalent to that of the main mine pit. Plan view and <br /> cross-sectional depictions of the fines recovery pit are shown on Figure C-2: Mine Development Phases. <br /> Based on drilling conducted to date, it is anticipated that both the fines recovery pit and main mine pit <br /> excavations will terminate well within the eolian sand zone. <br /> Keenesburg Project—Limited Impact 110 Application_May 24,2019 <br />
