B-13
an above-ground,welded-steel,pipe surround, and existing gravel-surfaced service road encompassing
the area occupied by the well.
The water distribution pipeline is a buried,2-inch diameter PVC pipeline that extends from the well to
a nearby stock watering tank (approximately 1/4-mile northeast); the pipeline is reportedly buried at a
nominal 48-inch depth, and it runs parallel and adjacent to the right(south)shoulder of the ranch service
road.
No improvements are anticipated in areas proximal to these structures, with the exception of on-ground
placement of features such as fuel storage vessels and generator units. Minor sub-grade preparation(0-
12 inches) will be carried out in the construction of the proposed loadout loop road; however, where
protective measures are deemed warranted(with respect to truck traffic crossing(s)of the buried water
distribution line), such protective measures will be field-determined in consultation with Guttersen
Ranches LLC. While the Permit Area boundary is within 200-ft. of the structures, all mine pit
excavation and processing activities will be sited interior to the Permit Area such that there will be
limited, if any, potential for damage to occur. Due to the nature of planned mining activities (i.e., no
blasting is proposed; refer to Exhibit C: Mining Plan), no adverse impacts to the ranch service road,
water well, or water distribution line are anticipated.
Further to this, the well location will remain exterior to the Permit Area and all operating activity areas.
No adverse impacts to either well productivity or groundwater quality are anticipated due to: (a) its
location being exterior to the Permit Area; (b)the nature of activities proposed; and, (c)the significant
(in-excess of 500-ft.) depth to the producing aquifer(see also Item(c) Water Resources,below).
The power line/pole to the well is a pole-mounted downline of approximately 80-ft. length, servicing
the Guttersen Ranches LLC water well identified above(i.e.,Well Permit No. 159505). It is owned by
United Power, Inc. and situated exterior and some 100-ft. to the southwest of the Permit Area (albeit
proximal to the main(gated)Project Site entrance).
The telephone line is a buried feature paralleling and adjacent to the east side of Weld County Road 59
and extending in a north-south direction. It is owned by Qwest Corporation d.b.a. Century Link QC
and situated exterior and some 200-ft. to the west of the Permit Area.
Keenesburg Project—Limited Impact 110 Application_May 24,2019
