A-1 <br /> EXHIBIT A <br /> LEGAL DESCRIPTION AND LOCATION <br /> Colorado Sand Company LLC's (hereafter"CSC") proposed Keenesburg Project(hereafter, "the Project" <br /> or"the Site") is located within the SW1/4 of the SWI/4 of Section 12; Township 2 North; Range 64 West <br /> of the 61h Principal Meridian, in unincorporated Weld County, Colorado. This location, as depicted on the <br /> United States Geological Survey (USGS) "Klug Ranch, Colorado" 7.50 topographic quadrangle, is about <br /> two miles to the north(west)of the northeasterly trending Interstate 76 at a distance approximately 43 miles <br /> northeast of the Denver, Colorado metropolitan area; or, approximately two miles north-northeast of the <br /> Town of Keenesburg,Colorado(Exhibit A-1: General Site Location). The location can also be described <br /> as being approximately 1-1/4 mile west-northwest of the Tampa rail spur facilities, which are situated to <br /> the south(east) of Interstate 76 and about 3-1/2 miles to the northeast of Keenesburg. <br /> The Project is accessed from Interstate 76 eastbound via Exit 39(i.e.,the Keenesburg exit),which is Market <br /> Street. Travel northbound on Market Street a distance of approximately'/4 mile,through the 1-76 underpass, <br /> and to the intersection with Weld County Road 18. Turn east onto Weld County Road 18(a frontage road) <br /> and continue for a distance of approximately '/z-mile until it turns northward and becomes Weld County <br /> Road 59. Continue northbound on Weld County Road 59(a paved arterial)for a distance of approximately <br /> two miles to the end of the public right-of-way, which is at the intersection of Weld County Road 59 and <br /> the dedicated (future) alignment of Weld County Road 22 (Weld County Road 22 is neither a signed nor <br /> constructed roadway at this point in time). The Project Site entry is on the right,recognizable as the signed <br /> and gated entrance to the Guttersen Ranches LLC property; and, via signage specifically identifying the <br /> Keenesburg Project as per Colorado Division of Reclamation,Mining,and Safety("DRMS")requirements. <br /> Beyond this point, Weld County Road 59 northbound becomes a"private"road for industrial access only <br /> (and is signed as such), maintained under the purview of a joint operating agreement between: Waste <br /> Management, Inc. (operator of an oilfield waste injection facility approximately 1-mile north and the <br /> Buffalo Ridge Landfill, located approximately 1-1/2 miles north of the Project site, respectively); A-1 <br /> Organics,Inc. (operator of a biomass facility located approximately 4 miles north of the Project site);Coors <br /> Energy Company (operator of the Keenesburg Strip Mine, an inactive surface coal mining operation <br /> situated approximately 4-1/2 miles north of the Project site);and,Noble Energy,Inc.(operator of numerous <br /> Keenesburg Project—Limited Impact 110 Application_May 24,2019 <br />
