Bob Munz of Mountain Coal Company (MCC) accompanied the inspection. The weather was wet, <br />with rain before, during and after the inspected, and saturated ground. The mine was active. <br /> <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were available in the mine office. Details are given at the end of this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The surface water and sediment control structures were functioning as designed. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in the E8 panel, at around cross-cut 20 on the E8 headgate. At the time of the inspection <br />MCC was dealing with some caving within the mine and was not producing coal from the longwall. <br />Development mining had progressed to around cross-cut 22 in the Sunset Mains South and to cross-cut 20 in the <br />Sunset 1 headgate. <br />The volume of the coal stockpiles had been reduced significantly since recent months. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> The temporary pile of processing waste on the RPE had continued to grow in volume from recent months, <br />however waste was being transported to the RPEE at the time of the inspection. On the RPEE, material was being <br />worked over by at least two dozers and an excavator. Mr Munz said that the material was still too wet to be <br />compacted into its final configuration. Final compaction will begin on the west side of the pile and work to the
