April 10, 2019 C-1981-038/Bowie No. 1 Mine JHB <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 3 <br /> <br /> Page 3 of 6 <br /> <br />the West Mine. <br /> <br />The reclaimed ponds 1 and 2 at the East mine were in good condition, with no signs of channeling or gullying after <br />the winter snowmelt. A small slump has formed on the east slope where the pond 2 embankment was. This is not <br />impeding the function of the channel, but should be monitored to assure that there isn’t too much ground <br />movement. Reclaimed pond 1 was fine. Due to the muddy conditions and the storm arriving, reclaimed ponds 3 <br />and 4 were not accessed. The reclaimed refuse pile pond was stable with no rilling or channeling. Vegetation is <br />establishing through the erosion control blanket. Primarily forbs, Little Burnett, alfalfa, shrub species, Antelope <br />bitterbrush, and some perennial grasses are emerging. The erosion control blanket is degrading as anticipated. <br />With the vegetation establishing, and roughness of the reclaimed surface, the remaining silt fence is serving little <br />purpose, and could be removed. <br /> <br />Ditches at the lower portions of the East mine are in good shape and flowing appropriately. The storm arrived as <br />the inspector was heading up the access road. Visibility was reduced to about 100 feet and it was snowing hard. <br />The inspector moved on to the Highway stockpile area at lower elevation. <br /> <br />The Highway stockpile pond was not holding any water but was muddy. The stockpile ditch was in decent shape <br />and able to pass runoff from the site. Due to the arrival of the storm at the lower elevation facilities, the inspector <br />did not inspect the load out pond. <br /> <br />Steven’s gulch was flowing high through the reclaimed ROM access. Flow was within the banks and not in flood <br />stage. <br /> <br />ROADS – Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6), Reclamation <br />4.03.1(7)/4.03.2(7): <br /> The mine access road at the East mine was drive-able and free of snow. The inspector did not drive to the <br />upper portions of the road due to a spring storm moving in and heavy snow falling and strong winds at the higher <br />elevations. <br /> <br />The Johnson road to the West mine was free of snow but new rocks have fallen on the road at the location that the <br />reclaimed haul road intersects with the county road. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The reclaimed slopes were viewed through binoculars for the West Mine, upper portions of the East Mine <br />and the ROM reclaimed areas. The slopes are greening up with early spring vegetation. No rill or gully formation <br />was observed. No new slumps or land movement was noted on the reclaimed slopes. The slopes appear stable <br />and fared well through the winter months. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> The vegetation was beginning to green up.
