The inspector checked in with Basil Bear of <br />Bowie Resources, LLC before starting the inspection. Mr. Bear was unable to accompany the inspection, <br />however, the inspector discussed observations of the site by phone at the close of the inspection. The snow has <br />melted off the site and the roads. A major spring snow storm was predicted for much of the state today. The <br />weather fluctuated between cloudy, light rain, snow flurries and occasional glimpses of sun. While at the East <br />mine the winter storm blasted in with lightning and thunder, snow pellets, strong wind and a 20 degree drop in <br />temperature. The arrival of the storm terminated the inspection. <br /> <br />The site is a reclaimed underground mine along with an inactive load out. Portions of structures and equipment at <br />the load out have been dismantled and removed from the site, but the load out and highway stockpile area have not <br />been reclaimed to the approved plan at this time. <br />FISH and WILDLIFE – Rule 4.18: <br /> Four Mule deer were flushed out of the East mine pond 2 area. A murder of crows were feasting on a <br />dead animal carcass at the top of the east mine. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> West Mine ponds 1 and 2 were visible from Johnson road. The access to the reclaimed West mine was <br />slick and damp from snowmelt and rain earlier in the morning, therefore the West Mine was observed from the <br />public road. All snow has melted off the West Mine area, though more is predicted for the day. No standing <br />water was present in either West Pond 1 or West Pond 2. West Pond 2 held a muddy spot at the bottom of the <br />pond, but both ponds were well vegetated. <br /> <br />East Roatcap creek was flowing high. The creek remained within its banks and all flow was flowing through the <br />culvert under West Ponds 1 & 2. No evidence was noted of rilling or gully formation on the reclaimed slopes of
