As noted <br /> on the descriptions, actual site conditions may vary, and this is the case here. The River <br /> Rock Processing Site is located entirely in a River Outwash Area (in fact, this is the <br /> reason the site was selected at this location). There is no topsoil on the site which is <br /> very sparsely vegetated and has a few cottonwood trees as shown on the photograph <br /> provided. <br /> There are no man-made structures within two hundred feet of affected area and this <br /> area does not use water for processing; runoff into the adjacent San Juan River is <br /> limited to rainstorms and snow melt which largely soak into the very porous surface. <br /> 6.3.3 Exhibit C- Mining Plan <br /> "Mining" which consists of river maintenance as permitted by the United States Army <br /> Corps of Engineers (USACE) commenced in 2013 and will continue indefinitely into the <br /> future. For the purpose of this application, Mining will cease in 2050. <br /> Since all of the activity takes place within the San Juan River, no topsoil will be <br /> salvaged. <br /> There is no overburden or waste rock associated with this activity; the location of the <br /> materials removed from the San Juan River is shown on the map in Exhibits A ,B, and <br /> E. The excavations in the River are very shallow, none exceed 5 feet, and the <br /> excavations are not lower than the river bed. <br /> Existing private paved ranch roads with a 20'width travel surface will be used to <br /> transport river rock to the processing area. No Public Roads will be used, and the roads <br /> are used for private fishing access and will remain so during and after any rock hauling. <br /> The processing area itself has no shops or equipment maintenance areas as all <br /> equipment is portable and can be serviced without shop facilities. A portable screening <br /> and crushing plant and rubber tired loaders of 3 to 5 cubic yard capacity and haul trucks <br /> of 20 cubic yard capacity will be used for transporting the various products. <br /> No water is required for processing and there are no drainage or run off structures; <br /> there will be no excavation into ground water outside the San Juan River Channel itself. <br /> This operation complies with Colorado water law regarding non injury to other users; no <br /> acid or toxic substances will be used. All material from the San Juan River will be <br /> processed on site, with the only processes being sorting and crushing of materials from <br /> the San Juan River; no chemicals of any kind will be added or extracted. As noted on <br /> the Application, the primary commodities will be road gravel and gravel for asphalt and <br /> concrete. There will be no Batch Plants of any kind on site.
