b)Noise: will meet all MSHA regulations as well as requirements of the Ouray County Land Use Department for gravel mines. c) Dust: Although the pit activities will be watered and all operations on the site are regulated by the Air Quality Control Division of the CDPHE. The relatively low annual production, aggressive watering of roads and limiting the disturbed area should prevent significant dust impacts. d)Visual impact: The mine will be located within a large tract of land. Visual impacts will be minimal as daily activities are expected to be seasonal and as demand requires. e)The product from this mine will positively impact the local community by supplying construction materials for the foreseeable growth of this part of Ouray, San Miguel and Montrose Counties. The sandstone has been proven to be a desirable product for landscapers, general contractors, river projects and environmental restoration projects recently completed within the above-mentioned Counties. Similar rock is currently being supplied to Telluride from neighboring such as New Mexico, Arizona, Oklahoma, even as far as Arkansas. This quarry would produce a locally available product that will reduce impact on our roads, greenhouse gas emissions(transportation distances) and produce sales tax income that is otherwise going to out of state entities. f) The hydrological system will detain all runoff so that sediment will not leave the site and cloud any downstream waters. There will be sanitation facilities located in the Mining Area, therefore no leach fields or other means of sewage disposal within the Mining Area. g) The Horsefly Rock Source will be reclaimed to rangeland and wildlife habitat as shown on Map C3. The operator will work closely with the County,NRCS, CDPW and the DRMS to ensure that the reclamation plan is the most appropriate for achieving the post-mining land use.
