treating water from both Henderson and URAD Mine sites, it would not be considered "captive" <br /> to the Henderson Mine, and because consolidation of the water treatment plant fell under the <br /> definition of an"off-site operation not conducted on affected land",the water treatment plant itself <br /> and the area associated with the water treatment plant would not be considered part of the"Mining <br /> Operation" requiring a reclamation permit. However, in recent discussions, the DRMS has <br /> requested that this acreage be included in the Affected Land boundary because the Treatment Plant <br /> is an integral part of mining operations and bonding mechanisms are already in place for the post- <br /> closure operations of the URAD Wastewater Treatment Plant. To that end, this amendment <br /> supersedes Technical Revision 06 (TR-06), submitted August 28, 1996, which was Henderson's <br /> response to the May 31, 1996 DRMS memo. <br /> Additionally, the land associated with the water conveyance pipeline between the Mine and the <br /> URAD Wastewater Treatment Plant is not currently included in the Affected Land boundary, and <br /> because it is an integral part of the URAD Wastewater Treatment Plant,this amendment proposes <br /> adding this associated acreage to the Affected Land boundary. Included in this is the potential <br /> relocation of the URAD Wastewater Treatment Plant treated water discharge line. Currently <br /> discharging into Woods Creek above the Lower URAD Reservoir, the relocated discharge line <br /> would instead discharge directly into the Lower URAD Reservoir near the Lower Pump House. <br /> Mine Site Addition <br /> To account for existing mine infrastructure and mine-related activities, this amendment proposes <br /> to add an approximate 50-foot buffer area in an east-west direction along the northern edge of the <br /> current affected lands boundary at the Mine Site. <br /> Subsidence Area <br /> Henderson mine planning did not originally anticipate the formation of a subsidence area and did <br /> not, therefore, include it in original affected land boundaries. This amendment proposes to <br /> formally incorporate and account for acreage associated with the subsidence area. <br /> Mine Site Reconciliation <br /> This amendment includes a reconciliation of existing affected lands at the Mine due to the <br /> introduction of GIS mapping capability resulting in improved acreage evaluation accuracy.
