The inspection was conducted on April 11, 2019 by Clayton Wein of the Colorado D ivis ion of Reclamation, <br />Mining and Safety (the Division). Tonya Hammond of Snowcap Coal Company (SCC) accompanied the <br />inspection. The weather was partly cloudy with a temperature of 45 degrees F. The ground conditions were <br />damp. Precipitation was recor ded to be 0.3 inches of rain from the previous day 4/10/19. <br /> <br />Site maintenance was per formed as a condition f rom the Division before a decision on the SCC’s SL-11 <br />application could be made. The locations marked for maintenance work were recorded with a GP S on November <br />28, 2018, included in the link below . The maintenance work was initiated on March 27, 2019, acording to the <br />company. Snowcap Coal Company informed the Division on March 29, 2019, that the maintenance work at the <br />site had been completed. The maintenance items and locations were outlined in t he Division’s inspection report <br />for November 28, 2018. <br />https://arcg.is/11SzL4 <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br /> Access r oads throughout the site were in good condition and stable. There were no concerns with erosion. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />- Substation A <br />The site was well vegetated and stable. There were no erosional features or signs of instability. <br /> <br />- Substation B <br />The area was stable with well-established vegetation. No erosional features were identified. The site was stable. <br />
