2.05.6(6) Subsidence Survey, Subsidence Monitoring, and Subsidence Control Plan
(b)(ii)
The description of worst possible subsidence consequences, prepared in
accordance with Section 2.05.6(6)(b)(i), determined that no material
damage or diminution of reasonably foreseeable use could result in the
event of mine subsidence. Therefore a monitoring program is required to
determine the accuracy of that conclusion:
(c) Subsidence Monitoring Program:
(c)(i) Surveyed subsidence monuments will not achieve the monitoring required to
determine if a light use road has been damaged. Therefore, the Applicant will
visually monitor the light use roads above the area to be mined to determine if
there has been material damage. Monitoring will begin three months after
commencement of mining and will continue for two years after mining ceases.
During temporary cessation, subsidence monitoring would cease for the term,
and begin again three months after mining begins. Mitigation measures would
apply to roadways if a hazard has developed, and if necessary, roads would be
backfilled and graded to a pre -subsidence grade, as best as can be determined
in the field. Mitigation measures will be subject to the approval of BLM.
As explained below, results of the monitoring program shall be submitted
to the DRMS semi-annually beginning after mining resumes depending on
mining progress. The monitoring program will extend for a time, beyond
cessation of mining in any area, consistent with the need for verification of
the subsidence prediction.
(c)(ii) A map showing the location of subsidence monuments is not provided
since no monuments are to be installed. The road to be monitored is
shown on Figure 4.2-2. Monitoring of the light use road that bisects the
southeast corner of the permit boundary will not begin until mining
approaches the road. Since the mine is idle the timing to mine in the
southern extent of the permit boundary near the light use road is
indeterminate.
PR -02 2.05-72 10/12
