2.05.6 Mitigation of the Impacts of Mining Operations <br />The Applicant believes it is practicable to show a trend <br />toward enhancement of rangeland and fish and wildlife <br />resources at the time revegetation has been successfully <br />completed. Older greaswood plants will be replaced with <br />vigorous growing new plants. An understory of grasses will <br />be established which will provide browse for wildlife. The <br />steep slopes where the coal mine waste pile will be <br />constructed will be changed from their 1.5H:1 V existing <br />slopes to 3HAV after the coal mine waste is placed against <br />the steep slopes. <br />There is one area that comes within 100' of East Salt Creek <br />and as shown on Figure 2.2-2 is clearly marked with a buffer <br />zone. In accordance with Rule 4.05.18(2) the buffer zone <br />will be secured with a re-routed BLM drift fence, and runoff <br />will be managed with a silt fence. <br />(2)(a)(iii)(A-C) <br />The wildlife discussion in Section 2.04-11, includes a rare, <br />threatened, and endangered plant species inventory. Page <br />25 of the report indicates there are no rare, threatened or <br />endangered plant species within the study area. In addition, <br />Tables 4.3-9, 10 & Appendix P contain Biological Opinion's <br />documenting that there are no threatened, and endangered <br />plant species in the permit or adjacent areas. <br />As stated above, the Applicant agrees to implement the <br />conservation measures that the USFWS believes are <br />necessary to offset the water depletion impact on the four <br />endangered fish. A Biological Opinion was prepared by Fish <br />and Wildlife Service (USFWS) in November 2011 and is <br />included in Appendix P and identifies endangered fish <br />species in the project area. The four endangered fish are <br />the Colorado Pikeminnow, Bonytail Chub, Humpback Chub <br />and the Razorback Sucker. <br />Because of the potential effects to fish and critical habitat, <br />PR -02 2.05-54 10/12 <br />
