2.05.4 Reclamation Plan <br />RULE 4.27.4 <br />(1) No highwall remnant is proposed. Cliffs above the portals existed prior to <br />mining were not disturbed except to scale unstable portions for safety <br />reasons. Demonstrations that postmining slope stability will exceed a safety <br />factor of 1.3 are contained later in this section. <br />(2) As demonstrated earlier in this section, hydrologic impact will be minimal. <br />(3) As shown on Figure 3.1.2, the land above the highwall will not be <br />disturbed. A small area across the valley from the portals on the cut slope <br />south of the existing mine trailers will have approximately 25 feet of the cut <br />slope crest smoothed to blend in with the compacted fill slope and to improve <br />the postmining slope stability. The additional area to be disturbed will be <br />approximately 0. 15 acres. <br />(4) The landowner request is contained in Appendix K. <br />(5) These operations will comply with all rules and regulations of the DRMS. <br />(6) As was previously approved, spoil from the mine bench area was used in <br />the construction of the haul road when it was built in early 1977. <br />No unique reclamation problems exist that have not been successfully dealt <br />with in similar, semi -arid western coal mining operations. All aspects of the <br />proposed reclamation plan are aimed at achieving the highest possible <br />success in revegetation in consideration of the controlling factors. <br />The reclamation of rangeland will be in those areas where topographic <br />features are commensurate with the historical and proposed use. The <br />blending of rangeland into the steeper sloped wildlife habitat will allow forthe <br />maximum domestic and wildlife uses. <br />POST MINING TOPOGRAPHY <br />Topographic maps depicting approximate reclamation contours are <br />presented in Figure 3.1-1 and 3.1-2. Figure 3.1-1 shows the reclamation plan <br />that was approved for the original permit term with the stipulation that mine <br />bench reclamation be addressed in detail.
